Oceansplayakeyroleinourdailylives.Theyareintegraltosustainabledevelopmentandanimportantfrontierforresearch.Asscientistsexploretheoceansatgreaterdepthsthaneverbefore,theycontinuetodiscovernewformsofmarinelife.Thisresearchhasgreatpotentialtoadvancehumanwell-being.
海洋在我们的日常生活中发挥着关键作用，是可持续发展的有机组成部分，是重要的科研前沿地带。科学家正在对海洋进行前所未有的深入探索，他们不断发现新形式的海洋生物。这一研究很有可能为人类谋取福祉。
But,ifwearetofullybenefitfromwhatoceanshavetooffer,wemustaddrethedamagingimpactsofhumanactivities.Thediversityoflifeintheoceansisunderever-increasingstrain.Over-exploitationofmarinelivingresources,climatechange,andpollutionfromhazardousmaterialsandactivitiesallposeagravethreattothemarineenvironment.Sodoesthegrowthofcriminalactivities,includingpiracy,whichhaveseriousimplicationsforthesecurityofnavigationandthesafetyofseafarers.

Muchactionisalreadybeingtakenwithintheframeworkofthe1982UnitedNationsConventionontheLawoftheSea—our“constitutionfortheoceans”.Morethan15yearsaftertheConvention’sentryintoforce,itcontinuestoactasourguide.Butifwearetosafeguardthecapacityoftheoceanstoservicesociety’smanyandvariedneeds,weneedtodomuchmore.OnthissecondannualcommemorationofWorldOceansDay,IurgeGovernmentsandcitizenseverywheretoacknowledgetheenormousvalueoftheworld’soceans—anddotheirpartinensuringtheirhealthandvitality.

WorldOceansDayisanopportunitytoreflectontheimportanceofoceanstohumankind'ssustainabledevelopment.Itisalsoatimetorecognizethemanyseverechallengesrelatedtooceans.Theserangefromdepletedfisheryresources,theimpactsofclimatechangeandthedeteriorationofthemarineenvironmenttomaritimesafetyandsecurity,labourconditionsforseafarersandtheincreasinglyimportantissueofmigrationbysea.
世界海洋日使我们有机会思考海洋对人类可持续发展的重要性。这也是一个认识到与海洋相关的很多严峻挑战的时机。这些挑战涉及诸多方面，从渔业资源的枯竭、气候变化的影响和海洋环境的恶化，到海上安全与保障、海员的工作条件和越来越重要的经由海路移徙问题。
SomeoftheseconcernshavearisensincetheadoptionoftheUnitedNationsConventionontheLawoftheSea.TheprogressivedevelopmentofthelawoftheseathroughtheConventionandrelatedinstrumentsismeanttocontributetothesustainabledevelopmentoftheoceansandseasaswellastothestrengtheningofinternationalpeaceandsecurity,theequitableandefficientutilizationofoceanresources,theprotectionandpreservationofthemarineenvironmentandtherealizationofajustandequitableeconomicorder.Assuch,thelawoftheseaprovidesaflexibleandevolvingframeworkforadaptingtonewchallenges.
其中一些关切问题是在《联合国海洋法公约》通过之后提出的。海洋法通过该《公约》及相关文书得到逐步发展，意在促进海洋的可持续发展，并推动加强国际和平与安全，公平有效地利用海洋资源，保护和养护海洋环境以及实现公正和公平的经济秩序。因此，海洋法是适应各种新挑战的一个灵活和不断发展的框架。
Theecosystemfunctionsthatoceansprovide,andtheirimportancetotheglobaleconomy,deserveparticularattentionaswelookaheadtonextyear'sRio+20UnitedNationsConferenceonSustainableDevelopment.Forthatreason,thethemeofthisyear'sobservanceis“Ouroceans:greeningourfuture”.
在我们展望明年召开的里约+20联合国可持续发展大会之际，应该特别关注海洋所提供的生态系统功能和这些功能对全球经济的重要性。正因如此，今年纪念活动的主题是“我们的海洋：绿化我们的未来”。
Allactivitiesandpoliciesrelatedtooceansandthemarineenvironmentneedtoacknowledgeandincorporatethethreepillarsofsustainabledevelopment:environmental,socialandeconomic.
Onlythencanweachievethedevelopmentobjectivessetbytheinternationalcommunity.Onthisyear'sWorldOceansDay,Iurgegovernmentsandallsectorsofsocietytoembraceourindividualandcollectiveresponsibilitytoprotectthemarineenvironmentandmanageitsresourcesinasustainablemannerforpresentandfuturegenerations.
与海洋和海洋环境有关的所有活动和政策都应该确认并列入可持续发展的三大支柱：环境、社会和经济。只有这样，我们才能实现国际社会提出的发展目标。在今年的世界海洋日，我敦促各国政府和社会各界各自和集体担负起我们的责任，为今世后代保护海洋环境，并以可持续的方式管理其资源。
