EXPAND COOPERATION AND BUILD THE FUTURE TOGETHER Peace and development are the subject of the world at present. After the Cold War, East Asia has kept the basic peaceful situation and a prosperous development in economy till now. In recent years, East Asian Security has achieved some positive progress. Each participant pays more and more attention on security dialogue and cooperation, which creates a favorable foundation for the East Asian security and stability. But at the same time, we must admit that the security in East Asia still faces lots of hidden dangers and challenges. Firstly, the lack of trust between countries still exists, the state of tension between some countries is worrying. The North Korean Nuclear Issue is a typical instance. Now, the North Korean Nuclear Issue, which faces a variety of uncertain factors, is of great importance in the process of East Asian Security. With the process of solving the problem step by step, each participant should devote more energy and courage so that we can solve the problem successfully.

Secondly, the South China Sea dispute has aroused people’s more and more attention these years. People have interests in it because it refers to great economy benefit and strategy benefit. It will take a long time before we finally sort out

the dispute from the root.

Thirdly, compared with other regions of the world, the imbalanced development situation in Asia-Pacific region is more obvious, which can result in unexpected conflicts and contradictions.

Besides, the terrorism, extremism and the separatism activities take place now and then beyond our expectation. What is more, some so-called non-traditional threats such as smuggling、deal in narcotics and sea rover are still increasing, which disrupts the calm circumstances of some related countries.

Above-mentioned problems reflect the basic condition of East Asian Security.

International security environment is changing all the time, so our ideas should also keep up with it. Based upon this reality, we can build a relationship of mutual trust、mutual benefit、equality and cooperation between each other. Through cooperation we can promote security and stability of East Asia, protect country sovereignty and territorial integrity.

So, the best way to solve East Asian Security Issue I think is to operate international cooperation.

Thanks to the cooperation, China has successfully solved 90

percent of the land boundary questions. We have managed to finish the comprehensive delineation of boundary with Russia, make some breakthrough with Philippines and Vietnam on the joint exploitation of South China Sea .In addition , we have come up with positive advice to Japan on the joint exploitation of East China Sea.

Thanks to the cooperation, China has positively facilitated Six-Party Talks, avoiding the situation of Korean peninsula getting worse. The truth proves that it is an available way. Thanks to the cooperation, when facing the Indian Ocean tsunami, Pakistan earthquake and bird flu, China was always together with the people of disaster areas, giving a helping hand generously. In the same way, Chinese people also got enormous encouragement and support from all over the world during the period of Wenchuan earthquake. China wants to make a long-term and stable friendship with his neighbors.

Thanks to the cooperation, China has established military ties with more than 150 countries and actively carried out exchanges with all other countries, big or small, strong or weak, and with all armed forces, advantaged or backward, on the basis of equal cooperation. relief, peacekeeping, maritime security and joint border patrol etc.

We must come to know that the solution to security in East Asia depends more on the countries’ own efforts in this region. The security benefit differs a lot among different countries. According to this fact, security cooperation should start from the fields which mostly embody the common benefit and common demand, and develop from easy to hard, from skin to deep. The anti-terrorism and cooperation of non-traditional security provide such a proper cut- in point for further security dialogue. These original tries will be helpful for the countries in this region to promote mutual understanding and build mutual trust. It’s also a good chance for each part to expand the cooperation and deal with the challenges together. In the meanwhile, other countries out of the region are also welcomed to take part in the security cooperation in East Asia with their constructive attitude. Under the background of the globalization, the security cooperation also ought to be open and not exclusive to the whole world, which accords with trend of the times.

China is an old country with a colorful history and broad culture of 5000 years. The Chinese always put harmony at the

first place. We not only attach importance to our inside harmony but also aim at developing harmonious relationship with neighbor countries. When China is developing at a fast speed, he is also looking forward to the peace and development of the world. China’s rising will never do harm to any other country’s interest. On the contrary, China is willing to spare no effort to make his contribution to the international security. This is determined by the Chinese traditional culture.

Today, as a member of the military academy cadets of our times, and as a soldier who fights for the future peace of the world, we deserve to undertake more duties. We are here to tell the world that we have ability and determination to cope with the future difficulties and challenges. Yes, we can. This conference will become an unforgettable memory not only because that we cadets in different uniform get together, but also because that we have the same belief in our hearts. That is, we come to cooperate with each other and again, we fight for the peace, not for the war！
