大家晚上好!非常欢迎大家光临中国驻曼彻斯特总领事官邸，出席我的到任招待会。

It is indeed a great pleasure to welcome you to my residence on this happy occasion this evening. Thank you for honoring us with your presence.

我们全家于10月27日抵达曼彻斯特。一个多月来，我们结识了很多新朋友，了解了不少领区情况。虽然冬天已经降临，天气开始转冷，但我们依然感受到了领区政府、人民和侨界对我们的友好与热情。我们很快地适应了在这个美丽而友好的城市的新生活，衷心感谢大家对我们的支持和帮助。

My family and I arrived in Manchester on 27 October. Since then, we have met many new friends, and learned a lot about the United Kingdom and in particular, our consular area. Although winter is just around the corner, we feel the warmth of the local councils, the local people, and the Chinese community. And we have found ourselves quickly adapted to our new life in this beautiful and friendly city. Thank you all for your kind support and help in the past month.

我到曼彻斯特的时间虽然不长，但这一个多月的感受，使我更加认识到中英关系的重要性。近年来，中英关系保持着良好发展势头。以领区为例，双方的经济合作关系在互利基础上稳步向前，文化、教育、科技等各领域的交流充满活力而富有成果。明年还将迎来中英建立大使级外交关系40周年，两国关系面临着新的发展机遇，我们对中英友好合作关系的发展充满信心。中英关系的发展不仅符合中英两国的根本利益，更是对世界和平发展的重要贡献。

This is my first tour in Manchester. But my one-month experience here has already enabled me to see how important China-UK relationship is. In recent years, China-UK relationship has picked up a good momentum. Take our consular area as an example. Its economic cooperation with China continues to grow steadily to our mutual benefit. Exchanges in cultural, educational, scientific and technological fields are dynamic and productive. As we look forward to the 40th anniversary of our ambassadorial- level diplomatic relations next year, we are confident that our friendly relations and cooperation will continue to grow. This will not only serve the fundamental interests of our two countries, but will also contribute to peace and development of the world at large.

今年是社会经济发展十二五规划的开局之年。根据该规划，在今后五年内，中国将致力于进一步深化改革开放、加快经济发展方式转变，实现科学发展，积极扩大内外需求，提高利用外资质量和效益，并支持中国企业走出去，全面参与国际合作。未来五年，每年我们将进口超过一万亿英镑的商品。这必将为中国与英国以及世界其他地区的经济合作带来巨大的商机。

This year is the starting year of China’s Twelfth Five-Year Plan for Social and Economic Development. According to the Plan, China will continue to deepen reform and opening-up and change the pattern of economic growth so as to obtain scientific development. We will expand domestic demands, make better use of foreign investment, and support Chinese businesses in “going global”. It is estimated that China will import more than 1 trillion pounds of goods every year in the next five years. This will bring about tremendous opportunities for economic cooperation between China and the UK and the rest of the world.

中英两国同为世界上有影响力的国家，两国经济充分互补，合作具有先天优势。我们欢迎英国工商界人士积极参与中国改革和现代化进程。一些英国朋友告诉我，英国目前正在采取措施，争取早日彻底走出国际金融危机的阴影，英国欢迎来自中国的投资，也希望将其富有竞争力的商品出口到中国。本月初在伦敦成功召开了中英基础设施投资大会，向两国企业界发出了明确信号。我们希望与英方一道，努力增进相互了解，鼓励两国企业开展合作，推动中英全面战略伙伴关系向前发展。
