有本奏来,无本退朝。
“大朝会”即百官朝见天子。《周礼·春官·大宗伯》载：“春见曰朝，夏见曰宗，秋见曰觐，冬见曰遇，时见曰会，殷见曰同。”这便是对“大朝会”的解释。诸侯、百官朝见天子的时辰是早晨，故称之曰“朝”。天子接见诸侯、百官的政治目的是“图天下之事”，同时询问地方的治理情况，谓之“图考绩”，类似今天对各级官员的“绩效考核”或曰“目标管理”。在周代，天子询问诸侯国内的治理情况，诸侯需作详尽汇报，故诸侯朝见天子亦称“述职”，相当于今天领导干部一年一度的“述职报告”。这“述职”一词西周时便有。《孟子》有载：“诸侯朝天子曰述职，一不朝则贬其爵，二不朝则削其地，三不朝六师移之。”可见“大朝会”既是一种礼制，也是天子对诸侯的一种约束。

是说汉语，满族话是入关前刚发明的，入关后满人迅速汉化，讲汉语，贵族读儒家经典。
首先纠正下大家的误区 普通话的含义为:普通化 大众化的通用语言
不是汉语-北京话东北方言的代名词.
他们会说普通话
但他们的普通话不一定就是我们现在的北京话 东北方言 .
中国有那么大面积 民族众多 每朝每代都有规定的.官方话
这样便于各民族交流交往 还有文武大臣上朝时方便交流
清朝的官方话为满语汉语藏语蒙语 清朝的官员规定必须会说 满 汉俩种语言
满族是有自己的语言，但是封建化后刚刚发明的，入关后对于满族大多数人来说满语和汉语都相当于新语言，满人大都说汉语。至少统治者说汉语，便于统治。康熙皇帝熟读汉文化书籍，驾驭汉字能力很强，像个汉族高级知识分子;乾隆皇帝公认是写诗相当多的一个皇帝，经常与汉族大臣对诗;很多例子，不用读史也会注意到，不一一举了。
