UN Security Council Approves International Force for Afghanistan

The United Nations Security Council has unanimously approved a resolution authorizing an international security force for Afghanistan.

The resolution authorizes the force for a six-month period to assist the interim Afghan government in providing security in and around the Afghan capital of Kabul. The resolution calls on all Afghans to cooperate with the security force and notes that all Afghan parties have agreed to withdraw their military units from Kabul.

Britain will be leading the force and British ambassador Jeremy Greenstock told reporters the first group of troops will arrive in Kabul in time for the official start of the interim government on Saturday. "The United Kingdom is ready to go," he said. "We will have a small number of troops on the ground on the day, Saturday, in Kabul. The full British contingent will be in place a certain number of days thereafter."

Mr. Greenstock said if the interim government decides it wants the security force to deploy outside of the Kabul area, it would require a additional Security Council resolution.

John Negroponte
United States ambassador John Negroponte said U.S. military forces will continue to operate in Afghanistan but not as part of the security force. "Our forces are there with a particular set of responsibilities, which is to root out the al-Qaida and fight against the remnant elements of the Taleban. In other words a war-fighting mission," he said.

Mr. Negroponte indicated that there should be no conflict between the mission of U.S. forces and the international security troops in Afghanistan.

        


DEVELOPMENT REPORT: Tuberculosis Control Program in India

There are more people with tuberculosis in India than in any other country in the world. Each year, tuberculosis infects about two-million people in India and kills nearly five-hundred-thousand people. However, this is starting to change. Researchers
recently studied a tuberculosis control program in India. The study says the program has saved about two-hundred-thousand lives and more than four-hundred-million dollars.

The New England Journal of Medicine published a study about the tuberculosis control program in October. The Indian government started the program in nineteen-ninety-three. Since that time, about three-and-one-half million patients have been examined for tuberculosis. Almost eight-hundred-thousand patients have received medical treatment.

Also, more than forty percent of India's population can now get tuberculosis services. And more than two-hundred-thousand health workers have been trained to examine and treat people with the disease. This makes India's tuberculosis control program one of the world's largest public health programs.

Thomas Frieden of the United States was one of the people who wrote the study. He says that India's tuberculosis control program has strengthened the country's general health care system. For example, he says the quality of work done in laboratories has improved.

However, Doctor Frieden says the program includes only half of India. He says the goal is to continue the program while extending it to the rest of the country. Doctor Frieden believes this will be difficult because of health threats from the virus that causes AIDS and because some forms of tuberculosis are resistant to drugs.

Currently, the World Health Organization estimates that about one-third of the world's population are infected with the bacteria that cause tuberculosis. Tuberculosis becomes active in only about ten percent of all cases. However, it can remain in a victim's lungs for years or even a lifetime.

Infected people spread tuberculosis by releasing particles from their mouths when they cough, sneeze, spit or talk. Signs of the disease include high body temperature and coughing.

A person with active T-B must take medicine each day for six to nine months to halt progression of the disease.

Chinese Communist Party General Secretary Hu Jintao has called for the continuity and stability of China’s macroeconomic policy, as well as speedy and healthy economic growth.

Speaking at a New Year’s Day gathering in Beijing organized by the Chinese People's Political Consultative Conference, Hu Jintao stressed the need to continue implementing various measures designed to expand domestic demand. He says it is necessary to speed up economic restructuring and the development of the rural economy and new industries.

Hu Jintao also told non-Communist party leaders that China will consolidate and perfect the system of multi-party cooperation and political consultation under the Communist Party leadership.

Also present at the gathering were Chinese President Jiang Zemin, top legislator Li Peng and Premier Zhu Rongji.

People throughout China rang in the New Year Wednesday with activities as colorful and diverse as the country itself.

Hundreds of residents of Shanghai rushed to climb the "Pearl of the Orient" tower.

Many visitors and residents of Harbin City in northeast China went to see the "world of snow and ice", in which more than 100 ice sculptures can be marveled at.

A lively folk song festival was held in Nanning, capital of southern Guangxi Zhuang Autonomous Region.

People in Nanjing of the eastern Jiangsu Province celebrated the New Year by taking part in a citywide long-distance race.

A poetry reciting festival was held in Taiyuan of northern Shanxi Province, attracting people of all age groups.

Kunming City in southwestern Yunnan Province adorned its parks and streets with 200 thousand pots of flowers.

The Director-General of China Radio International, Li Dan, has extended his New Year greetings to CRI's listeners and friends all over the world, wishing them a happy and prosperous 2003!

He says over the past 12 months, CRI has continued efforts to keep its listeners informed of events and changes in China, and presented to the world a nation that is marching forward, full of confidence in its future. A group of police officers who underwent a special English language course have made their debuts pounding the streets of Shanghai.

The group, made up of nine policemen with an average age of 24, took an oral language training lasting a month. Reports say they have grasped sufficient basic daily expressions to tackle traffic accidents and general public security cases.

More English speaking policemen will be introduced in the rest of the city over the coming year.

In 2002, Chinese consumption levels grew steadily, with purchases of communications products, automobiles, and houses increasing considerably.

Experts predict that domestic consumption will increase by 10 percent in 2003, with private investment also fuelling purchasing levels.

The Chinese economy continued its rapid growth rate in 2002, and achieved all the major goals set out at the National People’s Congress session in March last year.

Under the plan, China’s Gross Domestic Product was forecast to grow 7 percent during 2002, with investment in fixed assets expected to increase by 10 percent. Foreign trade was also expected to rise, with the unemployment rate remaining steady at around 4 and a half percent.

The official Xinhua News Agency says all these goals have been realized, with GDP doing better than forecast, rising by over 8 percent over the course of the year. Fixed asset investment and foreign trade both increased by 20 percent during the first 11 months of 2002. Meanwhile, it is estimated that urban unemployment has fallen to below 4 percent.

China has distributed import quotas on major farm produces for the year 2003 to related enterprises.

The State Development Planning Commission issued quotas for more than 8 and a half million tons of wheat, 6.3 million tons of corn, and more than 4 million tons of rice.

There are also quotas for bean oil, palm oil, rapeseed oil, sugar and cotton, and for related processed products.

A commission official says from Thursday the commission will begin handling applications of processed food trade quotas from enterprises according to their application order.

A series of new laws came into effect on New Year’s Day, affecting government purchasing, small- and medium-sized enterprises, or SMEs, and clean production methods.

The new purchasing law toughens up the mechanism regulating government procurement, which is essential to the fight against corruption.

The city of Guangzhou raised its minimum wage levels at the beginning of this year.

Sources at the local labor and social security authority say enterprises should pay each of their employees at least 62 US dollars’ equivalent per month as salary, instead of the previous 54 and a half dollars.

They added that minimum wages should not include subsidies for extra work, dangerous manual labor or insurance payments.

China introduced a minimum wage system in 1993. All provinces, autonomous regions and municipalities have since implemented the system.
