The full text of Jiang Zemin’s report at the 16th CPC Congress has been published by major Chinese newspapers.

The report is entitled “Build a Well-off Society in an All-Round Way and Create a New Situation in Building Socialism with Chinese Characteristics”. It is made up of ten parts that sum up the work of the past five years and the basic experience of the past 13 years. It calls for the implementation of the "three represents" thought and building a well-off society in all round way. It also laid out the blueprint for development and restructuring in politics, economy, culture and national defense.

The report was made on November 8th and was discussed and approved by the CPC Congress, which concluded on November 14th.

Chinese Premier Zhu Rongji is in Hong Kong to officiate at the opening ceremony of the 16th World Congress of Accountants on Tuesday.

The Premier will be making a keynote address to congress delegates from around the world.

Considered the Olympics of the accounting profession worldwide, the World Congress of Accountants is held every five years. It is the first time China has hosted the event.

With the theme of “Knowledge-based Economy and the Accountant,” the congress will focus on such topics as convergence of standards, ethics and independence, corporate governance and technological advances to the knowledge-based economy.

More than five thousand representatives around the world have signed up to take part in the three-day meeting.

Finance Minister Xiang Huaicheng says China's pro-active fiscal policy and monetary measures have warded off the Asian financial crisis, boosted internal demand and maintained sustainable and rapid economic growth.

He told a luncheon hosted by the Hong Kong General Chamber of Commerce that by implementing a pro-active fiscal policy, China has fully mobilized domestic funds and built a number of infrastructure facilities. The country is also pushing forward economic restructuring, and paving the way for long-term sustainable economic growth.

The Finance Minister added that China's fiscal deficit and debt balance is below the internationally recognized safety level, and is within China's control. He believes that China's solvency will be improved by further economic expansion and reforms in the fiscal and taxation system.

UN chief arms inspector Hans Blix says he is making progress in his first talks with Iraqi officials.

Blix made the remarks after meeting with Iraqi officials in Baghdad.

More talks are expected to take place Tuesday before Blix leaves Iraq the following day.

Blix and an advance team of about two dozen members arrived in Baghdad earlier in the day, marking a significant return of UN weapons inspectors to Iraq after an absence of four years.

Speaking upon his arrival, Blix outlined what they wanted to achieve:


Blix says preliminary inspections are expected to resume on the 27th of this month. Full-scale checks will recommence after Iraq files a declaration of its banned weapons programs by December 8th. Blix then has 60 days to report back to the Security Council on his findings.

At least 35 Israeli tanks and armored personnel carriers have pulled out of southern Gaza City, ending a four-hour military operation.

Medical sources say ten people were shot and wounded during the incursion.

The Palestinian National Authority strongly condemns the Israeli operation, and warns Israel against participating in any further actions.

Sunday night, Israeli Apache attack helicopters fired several missiles on the main headquarters of the Gaza Strip preventive security building.

Palestinian security official Colonel Rashid Abu Shbak noted that the targeted spot is the training center, adding that several rooms were damaged. No people were reported injured.

The Palestinian National Authority strongly condemns the Israeli army operation into the city, and warned Israel against any such operations that harm civilians and destroy PNA infrastructure.

US intelligence analysts say the latest audiotape of Al-Qaeda leader Osama bin Laden is real and was recorded recently.

It is the first evidence in almost a year that shows bin Laden is still alive.

US officials say the audiotape, broadcast on the Qatar-based al-Jazeera television last week, does not appear to have been altered or edited.

In the tape, bin Laden hailed the terror attacks in Kuwait, Yemen, Bali and Moscow as "a response to what happened to Muslims all around the world."

The tape also threatens retaliation against the US-led anti-terror coalition.

Workers from China’s petro-chemical enterprises are putting this spirit into practise, and are speeding up socialist modernisation.

People in Shanghai say the Congress has made important plans for the construction of socialist modernisation. The city will take new measures designed to ensure economic progress.

Over 2,000 tons of pears grown in Hebei province have been exported to the United States.

It is the first pear shipment since the US banned imports in 2001 due to a disease in the imported fruit.

With the help of various government resources, proper measures were taken by Chinese farmers and processors to control the disease. The shipments have resumed under a bilateral agreement signed in mid-October.

Two new engineering feats may one day brighten the prospects for cardiac bypass patients and other heart patients.

In the first study, researchers used tissue engineering to build blood vessels from human skin cell tissue, then implanted them into laboratory animals, where they worked well for up to two weeks.

The process used in the new study required no scaffolds made of synthetic materials, which ran the risk of being rejected by the body.

In the second study, muscle cells that were implanted into the hearts of lab rats were actually able to connect with existing cells and start passing electrical signals.

Harry Potter and the Chamber of Secrets," the second movie based on Britain author J.K. Rowling's best-selling books, grossed an estimated 87.7 million US dollars in its first three days of release.

The film ranks as the third best opening of all time

"Chamber of Secrets", directed by Chris Columbus, again stars Daniel Radcliffe as Harry and Emma Watson and Rupert Grint as his chums as well as the late Richard Harris. Harris died last month at the age of 72 due to complications from Hodgkin's disease.
