China resolutely opposes the Taiwan-related provisions in the draft US Defense Authorization Bill for 2003.
Chinese Foreign Ministry spokesman Kong Quan says the provisions require the US President to report to congress on the feasibility of joint military exercises by the US and Taiwan.
Kong Quan says China has presented a note to the US government on the issue several times, and that the US also frequently expresses opposition to such provisions.
Some contents in the provisions still run counter to the three Sino-US joint communiques. They interfere with China's internal affairs.
Kong Quan urges the US to recognize the sensitive nature and harm of such provisions on Taiwan.
He says the US should honor its one-China policy commitment, oppose Taiwan independence and take effective measures to prevent such provisions from being passed as laws.
On the escalation of the Israel-Palestine conflict, Kong Quan said China is deeply concerned and worried about the situation.
China called on both sides to be restrained, avoid actions that might lead to further deterioration, cooperate with the international community in the current peace efforts and resume peace talks as soon as possible.

UN arms inspection chief Hans Blix has arrived in Cyprus to prepare for a return of the UN- backed inspection team to Iraq.
At a press conference upon his arrival, Blix said the prospect of peace in Iraq is in the hands of the Iraqi people and members of the United National Security Council, and his team needs cooperation from the Iraqi side to fulfil its work.
Blix will leave for Baghdad on Monday with a 25-member advance team to prepare for inspection operations authorized by the United Nations Security Council.
Blix said that preliminary inspection is expected to resume on Nov. 27, with full-scale checks to begin after Iraq files a declaration of its banned weapons programs by the Dec. 8 deadline.
Blix then has 60 days to report back to the United Nations Security Council about the findings in the inspection.
A New York-based team, the U.N. Monitoring, Verification and Inspection Commission -- will lead the search for biological and chemical weapons and the long-range missiles. Meanwhile, the IAEA team led by ElBaradei will determine if Iraq still has a secret nuclear arms program.

Israeli security guards have foiled a hijacking attempt on a Tel Aviv-Istanbul flight of Israeli El Al Airlines.
Israel Radio reported that the hijacker, apparently an Israeli Arab reportedly armed with a knife, was trying to storm the cockpit of the plane before security marshals on the plane overpowered him.
Flight 581, with about 170 people on board, landed safely in Istanbul and the hijacker was being held there.
Also in the day, Palestinian security sources said Israeli helicopters raided a Palestinian security force building in Gaza City.
The helicopters launched at least two missiles on the building in the Tal el-Hawa district of the city. There was no immediate report of casualties.
Palestinian sources also said at least 120 tanks and armored vehicles moved on Sunday night from the Jewish settlement of Nitzarim and drove into the southern neighborhoods of Gaza City.
It is the first time that such a large number of tanks has entered into Gaza since the Israeli army left the city in 1994 after the Oslo peace treaty was implemented.
China and the European Union have agreed to strengthen cooperation in combating illegal migration, including exchanging information and personnel of relevant departments.
This was revealed at a two-day China-EU Seminar on Illegal Migration and Trafficking of Human Beings held in Beijing.
The friendly and frank discussions at the seminar have promoted mutual understanding, expanded consensus on a number of issues and strengthened the determination of the two sides to combat illegal migration. The two sides also agreed on the content of future cooperation.

A rail-ferry line will connect Hainan, China's second biggest island after Taiwan, with the mainland for the first time in history on the 28th next month.
The new means of transportation will greatly boost the development of Hainan, China's biggest special economic zone and only tropical province.
The ferry can carry 40 railway cargo cars or 18 passenger carriages. It will arrive at the Strait on around the 25th this month.

The number of phone users on the Chinese mainland has exceeded 400 million.
The Ministry of Information Industry says that by the end of October, the number of mobile phone subscribers hit 196 million and that of fixed phone users 209 million, an increase of 51 million and 29 million respectively compared with figures at the end of last year.
China reported the world's biggest phone ownership at the end of July this year when the number reached 380 million. By the end of July last year, China ranked first in the world in terms of mobile phone ownership with 120 million units in operation.
