President Jiang Zemin says China will join other members of the International Electro-technical Commission or IEC to actively promote international trade and economic cooperation.

Meeting IEC President Sei-ichi Takayanagi and other IEC officials in Beijing, Jiang Zemin praised the fact that the IEC standards had not only played a vital role in improving the quality of life and promoting international technological cooperation, but had also played an active, effective role in eliminating technical trade barriers.

He says China is ready to expand cooperation with the IEC in the fields of standardization, certification and accreditation, adding that China would encourage its enterprises to adopt IEC standards and conformity assessments.

Sei-ichi Takayanagi thanked China's contribution to IEC and says the organization would further strengthen cooperation with China in developing products, technologies and markets in the electric engineering and electronic fields.

Sources say China Telecom Corporation has decided to relaunch its initial public offering no later than early next week.

China Telecom was scheduled to price its share offer Thursday, and list in New York and Hong Kong the following week. It has set a price range between 1.48 HK dollars and 1.71HK dollars.

One source has said investors who apply for shares in the Hong Kong retail tranche will receive a full refund.

To relaunch the deal, underwriters may need to make changes and indeed offer some sweeteners, possibly in the form of cheaper pricing.

Such a move would need the approval by regulators in the US, Hong Kong and China.

China's Datang Telecom Technology Group, a key developer of the homegrown TD-SCDMA wireless standard, says it will invest 120 million US dollars in third-generation technology next year.

Datang, parent company of Datang Telecom and Technology, has said that the firm will use its own money, investment from foreign partners, government support and bank credit to finance research into the network.

The Chinese standard, seen as a way to promote the domestic industry, is a possible rival to US and Europe-designed 3G networks, which promise colorful graphics and sound that can be transferred on mobile phones.

Datang and other Chinese firms such as gear makers Huawei Technologies Limited Company and Zhongxing Telecommunications, computer giant Legend Group and conglomerate China Putian Corporation, have signed onto an alliance to promote the standard.

The alliance was backed by the Ministry of Information Industry, which has not committed itself to a single standard for China, the world's biggest mobile market with about 190 million subscribers.

Chinese Premier Zhu Rongji says efforts should be made to ensure that the second damming of the Three Gorges Project along the Yangtze River will achieve such construction goals as water storage, navigation of permanent locks, and operation of the first group of generating units.

He told a conference of the project’s construction committee that construction on the world's largest hydro-power project is at a crucial stage. He stresses that building quality and safe operation of facilities should take first priority. The government should also smoothly manage the relocation of residents away from the planned damming area, and promote local economic development to improve the life of residents.
