China’s leading newspaper, the People’s Daily has hailed President Jiang Zemin's visit to the United States and participation in the 10th annual APEC Economic Leaders' Meeting as a great success.
A People’s Daily editorial describes Jiang Zemin's tour as a major diplomatic event on the eve of the 16th National Congress of the Communist Party of China.
The editorial says the summit meeting between Jiang Zemin and US President George W. Bush reflects the close relationship between the two leaders and shows the great importance they attach to Sino-US relations.
It notes that the US side reaffirmed its adherence to the one-China policy and the three Sino-US communiqués, and opposes the independence of Taiwan.
The paper also says Jiang Zemin's speeches on economic cooperation and anti-terrorism at the APEC forum were popularly received and won wide support.

A spokesman for the Taiwan Affairs Office under the State Council has reiterated that technical and professional talks on the opening of direct shipping, postal and business services between the mainland and Taiwan can be regarded as not relating to the political concept of One China.
Speaking at a press conference, Li Weiyi notes that the three direct links between the two sides of the Taiwan Strait absolutely should not be referred to as exchanges between two countries. He believes that through non-official consultations, mainland and Taiwan can achieve direct links quickly by arranging for ships and airplanes registered on two sides to fly company flags or logo flags.
Li Weiyi adds that the three direct links are economic affairs, and consultations on this should not be affected and disturbed by political factors.

Chinese Premier Zhu Rongji says efforts should be made to ensure that the second damming of the Three Gorges Project along the Yangtze River will achieve such construction goals as water storage, navigation of permanent locks, and operation of the first group of generating units.
He told a conference of the project’s construction committee that construction on the world's largest hydro-power project is at a crucial stage. He stresses that building quality and safe operation of facilities should take first priority. The government should also smoothly manage the relocation of residents away from the planned damming area, and promote local economic development to improve the life of residents.
To ensure non-interrupted navigation, the Yangtze River is to be dammed twice. The first damming was completed in November 1997. The meeting decided that the second damming of Yangtze River will begin next month.

Following a trial run of 11 months, China's first gold exchange has formally opened for trade in the eastern metropolis of Shanghai, marking the end of more than 50 years of government monopoly over the gold market.
The nation’s central bank governor Dai Xianglong was the first to strike the bronze gong at the Shanghai Gold Exchange, located in a European-style mansion on the Bund, now Shanghai's prestigious financial street.
In his speech, Dai Xianglong says the opening of the gold exchange, on which silver and platinum can also be traded, completes the establishment of all major financial product markets in China, following the opening of currency, securities, insurance and foreign exchange markets.
Financial analysts have called the gold market the "last fortress of China's planned economy." Since the founding of new China in 1949, the production, sale and processing of gold was strictly controlled by the government, while private trading of gold was totally forbidden.
At present, the Shanghai Gold Exchange boasts 108 members including 13 commercial banks, 24 gold miners, 61 consumer units, eight refineries and two mints. Only members can trade in the exchange.

Deputy governor of the People's Bank of China Wu Xiaoling says the country’s interbank network is almost ready.
By the end of September, state-owned commercial banks and post offices in China had almost completed the network linking over 300 cities and the joint-stock commercial banks had finished linking all branches to their own systems.
Meanwhile, the volume of trans-bank trade using bank cards has increased dramatically. In the first nine months of the year, transactions nationwide totaled 15 billion US dollars.

On Wall Street, technology stocks carried the broader market higher on Wednesday, with buying spurred by guarded economic optimism from International Business Machines Corporation's chief executive and strong financial results among computer chip companies.
The tech-laden Nasdaq composite jumped 2 per cent, to 1,326. The blue-chip Dow Jones industrial average rose over half a per cent, to 8,427.
European stocks were higher, led by French telecommunications-equipment maker Alcatel.
In Paris, the CAC 40 index closed up 4 per cent to 3,084. London's FTSE-100 index was up over one and a half per cent at 4,002. In Frankfurt, the DAX gained over 3 per cent to 3,115.
The standing committee of China’s top lawmaking body, the National People’s Congress has passed the Environmental Evaluation Law. The new legislation will provide a legal foundation for solving the country’s environmental pollution issues and enhancing environmental protection.
The law forces all development plans and construction projects to evaluate the possible impact they may have on the environment and provide counter measures before they get the go ahead.
Top lawmaker Li Peng says the lawmaking body has always attached great importance to legislation in environmental protection, as this is a matter that is directly related to social and economic sustainable development.

China has made substantial progress in safeguarding workers’ rights and interests since the issuance and enactment of Amended Trade Union Law one year ago.
Officials from the All-China Federation of Trade Unions say that by the end of June this year, over 1.6 million trade unions had been established nationwide, with more than 130 million members.
The current Trade Union Law, which first came into effect in 1992, was amended in 2001 to better deal with new legal situations brought about by the development of market economy.

She says China attaches great importance to the establishment of a national system of standardization, which is in accordance with international practices. After China’s entry to the World Trade Organization, the government reformed the national standardization and certification system.

Chinese authorities say the country’s economy this year has been growing at a rate that will be higher than the original target of 7 percent.
Official figures show that in the first three quarters, China has seen a gross domestic growth rate of 7.9 percent year on year. The last quarter is also expected to maintain the momentum, bringing this year’s total economic yield to over one trillion US dollars.
