Visiting Chinese Premier Zhu Rongji and French President Jacques Chirac have agreed to further expand Sino- French cooperation in various fields during their meeting in Paris.


During the visit, Zhu Rongji said China and France share common points on many international and regional issues, and will continue to strengthen cooperation in various fields.


The premier stressed that the Chinese side attaches importance to Sino- French cultural exchanges, citing the cultural year activities to be held France.


For his part, Chirac expressed the hope to strengthen bilateral strategic dialogue and consultation on international issues, as well as his satisfaction with the preparations for hosting the Chinese cultural year.


Chirac also voiced his hope that France and China will continue to strengthen cooperation in energy, communications and aviation, and France is ready to transfer technologies to China.


The two leaders also talked about a new two-phase resolution suggested by France in solving the Iraq issue.

China’s Foreign Ministry Spokeswoman, Zhang Qiyue, has detailed China’s view on the current international situation, saying the five common understandings of all countries at the general debate of the 57th UN General Assembly reflect requirements of the international community.


Zhang Qiyue says the common understandings include the importance of multi-polarization, enhancing the UN’s role in international affairs, tackling development issues, strengthening cooperation on anti-terrorism and dealing with international issues through political channels.


Moreover, on the US ship issue, Zhang Qiyue says China once again requires the US vessel to leave China’s exclusive economic zone. She adds that the US act is in violation of international law.


On the Korean issue, Zhang Qiyue says China welcomes Washington’s decision to send an envoy to North Korea, which is conducive to enhancing mutual trust.

Foreign Ministry spokeswoman Zhang Qiyue says the Chinese central government has basically approved Hong Kong Special Administrative Region’s cooperation with the U.S. on container safety inspections.


She also announced that China and the US are holding dialogues on similar cooperation between the Chinese Mainland and the US.


On terrorism, Zhang Qiyue says the Chinese Central government strongly supports Hong Kong’s participation in international cooperation in the fight against terrorism, as it will help maintain Hong Kong’s social stability and economic prosperity.

US Secretary of State Colin Powell has embarked on a hectic round of phone diplomacy with his counterparts from other UN Security Council permanent member countries on a possible tough UN resolution on Iraq.


A senior US official said the secretary of State talked by phone with French, Russian, Chinese and British Foreign Ministers about the issue.


The official, speaking on condition of anonymity, said that the US reached an agreement with Britain on a tough UN resolution and is prepared to present the draft text to France, Russia and China.


However, Russian President Vladimir earlier made it clear that he did not believe another Security Council resolution was needed, and favored a quick resolution by political means.


Meanwhile, France proposed a Two-Phase resolution on Iraq. The first phase would demand the entry of inspectors, while a second, approving the use of force, would only be passed if Iraq defies the first.


According to French President Jacques Chirac’s spokesman, Catherine Colonna, visiting Chinese Prime Minister Zhu Rongji expressed support for the French proposal when meeting with French President Jacques Chirac, but did not speak to reporters after the talk.

The Bank of China says a U.S. court has awarded it more than one million US dollars in a lawsuit against a borrower who the bank said defrauded its New York branch.



The bank issued a statement yesterday saying a federal court in New York returned the judgment against a businessman accused of cheating the bank of $34 million.



The lawsuit stemmed from a case that prompted the United States to fine the bank branch $20 million in January. Regulators accused Bank of China of making improper loans to borrowers with personal connections to bank employees.



Bank of China accused Chinese-born New Jersey couple, John Chou and Sherry Liu, of fraudulently obtaining letters of credit using fake invoices and trading schemes from their export business.



The couple borrowed as much as 80 million dollars.



The bank statement says the ruling "rings an alarm bell for those who intended for illegal bank fraud, and the Bank of China was a victim of the fraud, rather than a participant in it. "



The bank was awarded $35 million in damages, which was tripled under a provision of U.S. law.


The defendants also were ordered to pay $3.6 million in legal costs.

The China Netcom Corporation is now licenced to operate in the United States.


China Netcom provides international phone call, private line and data services in the US, China and other countries.


It is the second Chinese telecommunications provider to get a licence to do business in the US.


Sources from Netcom say the company will provide services through its US operating companies, in which Netcom is a stakeholder.

US Blue chip stocks extended their rally to a second session Thursday, but tech stocks slipped when investors sold shares to lock in profits. The Dow Jones industrials achieved their second straight triple-digit gain after the government released better-than-expected reports on home sales and manufacturing.


The Dow closed up 2 percent, at 7,997


The Nasdaq composite closed down only 0.1 percent, to 1222.



Over in Europe, stocks ended higher. London's FTSE-100 Share Index finished up 4.1%, at 3851, Frankfurt's Xetra Dax Index rose 2%, to 3021, and Paris's CAC-40 Index surged 6.3%, to 2,961 points.

             



China’s deputy permanent representative to the United Nations has calls on the international community to give more support to the development of African countries.

At a special session of the UN General Assembly on the development in Africa, he said the world should have a full understanding of the situation of African countries when providing support. Support should be given without political conditions and on the basis of respecting the development plans and efforts of the recipients.

The delegate also says preventing and solving regional conflicts is the key to African development. He stresses that the UN should play its part in this regard.

Experts in the communications industry have condemned recent TV hijackings by members of the Falun Gong. The source of the illegal television signals has been identified as Taipei in Taiwan province.

The illegal signals interrupted transmissions from SINOSAT's satellite system, causing severe financial loss for the television company.

People living in rural and remote areas found themselves unable to watch TV programs during the hijackings.

The disruptive act took place during the Mid-Autumn Festival, an important traditional Chinese festival celebrating family reunion.

The daily nutritional diets of Chinese people have been improving over the last 13 years.

The yearly rice consumption of urban residents has dropped from 145 kilograms per capita in the 1980s to 88 kilograms per capita in the late 1990s, and that of rural residents has dropped from 260 to 250 kilograms.

Meanwhile, consumption of meat, poultry, eggs, seafood and plant oils has risen substantially.
