The Chinese Foreign Ministry has announced that President Jiang Zemin will visit the United States prior to attending the informal forum of leaders of Asia-Pacific Economic Cooperation, or APEC.

Ministry spokesman Kong Quan says the development of Sino-US relations is showing good momentum, and Jiang Zemin’s upcoming visit to the US is the third meeting between the top leaders of the two countries in the past two years. Moreover, they have been consulting each other closely on many major international issues.

Kong Quan confirms that the US has contacted China for consultation on the Iraqi issue.

The spokesman stresses that the key to resolving the Iraqi issue is the full implementation of UN resolutions. Iraq should resume its cooperation with the United Nations and allow UN arms inspectors to return to the country. At the same time, Iraq's sovereignty and territorial integrity should be respected.

He says China disagrees with the use or threat of use of force, and the Iraqi issue should be resolved through political means within the framework of the relevant UN resolutions.

The Chinese Foreign Ministry says the Chinese government has always opposed terrorism in all forms, and will continue to play an active role in international cooperation to fight this evil.

Ministry spokesman Kong Quan stressed that terrorism is a public danger and China is one of its victims. Since the September 11 attacks, China has encouraged the UN General Assembly and the Security Council to adopt a number of resolutions, set up consultative mechanisms with many countries, and taken measures in the areas of finance, law, civil aviation security and exit and entry management to combat terrorism.

The spokesman notes that although global cooperation against terrorism has made much progress, the international community should further enhance cooperation to work out a comprehensive strategy and prevent terrorists from linking up with specific countries or regions.

Afghan President Hamid Karzai has survived an assassination attempt in the southern city of Kandahar.

Sources say attackers dressed in Afghan military uniforms opened fire on Karzai as he was in his car leaving the residence of the governor of Kandahar, Gul Agha Sherzai.

Karzai is unhurt, but Sherzai is reported to be wounded.

U.S. special operations troops with Karzai shot and killed at least one attacker.

Shortly before the assassination attempt, at least 30 people were killed and 50 others injured in a powerful car bomb in the heart of the capital Kabul.

It is not immediately clear whether the blasts and assassination bid are connected, or whether the events are linked to the anniversary of the September 11 attacks.

UN Secretary-General Kofi Annan and the European Union have condemned the assassination attempt.

Arab League chief Amr Moussa has blasted US double standards on Iraq and Israel in implementing UN resolutions.

Moussa made the criticism at a press conference at the end of a two-day meeting of Arab foreign ministers in Cairo.

He stressed that while Iraq must implement UN resolutions, Israel should also do the same.

The Arab League ministerial gathering was convened amid an increasing possibility of a US strike against Iraq. The ministers have adopted a resolution to oppose any US attack on the country.
